Let''s say 2 GIA stones are identical in color, clarity, carat, cut grade, polish, symmetry, inclusions, etc. If one has a good HCA score and the other has a score of 4, do you think the one with the better HCA score would cost more?

No. The diamond industry does not use the HCA to set prices, it uses the cut grade by the lab.
 
agreeing with dreamer, also prices can be influenced by a vendor''s purchase price of a stone--so 2 stones with identical specs could still theoretically be priced differently.
