NO that is not true. It could have not bowtie and be very poorly cut, while at the same time it could have no bowtie and be well cut. Ideally you want a minimal bowtie effect that you can see, but you need to make sure you have a good cut so the diamond will sparkle beautifully.
Check the cut standards for fancy shaped diamonds on the first page of Pricescope for a start.
