What is "hallmarked scrap"?

Hallmarked scrap is jewelry that has been stamped or hallmarked with the percentage of pure metal content and is being turned in as scrap to be melted and reused. For example an 18k gold ring would be stamped "750" or "18k" and a platinum ring would usually be stamped "950", "900", or "PLAT".

So if they are all the same in contain why is hallmarked scrap cheaper in price?

Normally "scrap" is being traded in for cash, and you could consider it second-hand,so like anything else you only get a fraction of what "new" metal costs.
