Concerns about "True Diamond Jewelry". Claims PS Vendor?

So I posted a diamond locator request through the PS website (under resources) and entered my specs for a diamond. I received several responses from vendors, but everything was just a little out of my price range.

Then I got an email from "True Diamond Jewelry". They are offering me a "recently cut" round 1.53 SI2/G for $3500.00. I'm beginning to wonder if this guy is affilicated at all with PS, but he did reply to the PS request that I submitted, so I'm just wondering if this is a scam or not.

Here are my concerns.

1. The price. Seems to good to be true usually is.
2. They use a GMAIL email account
3. I had him call me to discuss specifics. Called from a phone number that was obviously a SKYPE number.
4. Has an ebay store (truediamondjewelry), but only has 6 feedbacks.
5. Says I can pay with paypal, but there will be a 21 day wait until the funds are released to them. Encourages bank wire to speed up transaction.

So I'm confident that this is some sort of scam, but how is this person able to respond to the request I sent that was supposed to go to PS vendors?

Most of what you've posted about this vendor sets off red flags; I would not deal with him.

I went to the PS page for "Multi-Vendor Diamond Quote System" (https://www.pricescope.com/diamond-multi-vendor-quotes), and this disclaimer is on the very bottom, right below the big blue "get your quote now!" button:

"Note: We will forward this form to multiple diamond dealers, and you may receive several offers or none at all. We cannot guarantee any of the information that will be sent to you from the dealers, and we accept no liability in this regard. Please take any precautions as you normally would when buying online."

Based on this Note, I would not presume that the diamond vendors who receive the quote request are restricted to PS vendors; and your experience seems to confirm that the quote requests are sent to various diamond dealers including those who may have no connection to PS other than agreeing to participate in this specific "Multi-Diamond Quote System."

Scam, forget it. Not a PS vendor and disturbing that they received your information.

Truthfully, I would not recommend that method at all.

I'd use the PS search page and start with in-house stones and then if nothing comes up, look at the virtual listings for GIA Ex cut and AGS Ideal cut only.

Then post a few stones you are interested in and we can give you feedback. I would only buy from vendors who offer photos and either Idealscope or ASET images of the stones, though. Some of them are Good Old Gold, WhiteFlash, James Allen (will provide images for a max of 3 stones), Enchanted Diamonds (on some stones), B2C (on some), Victor Canera.

I am not sure how this person is in contact with you. It is definitely not someone we forward information to on the "Multi-Vendor Diamond Quote System" (https://www.pricescope.com/diamond-multi-vendor-quotes).

Anyone that receives email from them please do not work with them. I will be investigating this and let you know.

If it seems to good to be true it is. Diamonds is one thing you get what you pay for. We here have all learned this the hard way over time and experience

I pay with Paypal all the time it doesn't take 21 days for them to release the funds to anyone it is a convenient excuse to get you to wire the money so they can rip you off and it is definitely a scam. Anything too good to be true with diamonds generally is unless you are saving by buying preloved. Try trusted vendors like emailing IDJ and see what they can find for your budget, James Allen and Blue Nile.
