is it perfectly normal for a vs1 stone to have a small cloud in the picture of the gia report...i have seen others that hasn''t been drawn but is just listed under comments.

Yes. This just means that the cloud is not significant enough to be used for identification of the stone. It's either too small or not easily identifiable. Essentially this is the purpose of the inclusion plot on the cert, to act as an identification tool.
