I dont think it matters who they come from cheap rubies are cheap rubies. While I'm sure there are occasional deals out there, rubies are very sought after and routinely heavily treated. It is unlikely you will get more than you pay for.
Unless you get an expensive lab report from the GIA, GIT (not the memo but the full report) that tests for diffusion, you won't know if it's chemically infused with color. I personally avoid heated corundum for the reason that it's too expensive to get them tested. Better off with a sapphire or ruby that is deemed unheated by a reputable lab.
If you don't care about potential diffusion, then go for it. At least it's cheap.
