Can I trust a local reputable jeweler?

I really need some advises.

I am interested in a diamond ring at ebay. According to the listing, the center stone is a leo diamond, pricess cut, over 1 carat, I color VVS2 clarity.
But the seller doesn''t have either IGI certificate or Gemex report, he only gave me the laserscribed Leo#, and he said he can meet me in person at any jeweler around my residence.
I looked up at Leo''s website, and this # is real.
My questions here are:
1/ Can I trust a local reputable jeweler? If yes, what are the critical points I should ask them to verify for me?
2/ Anything I must pay attention during the transaction?

I understand that dealing with a reputable jeweler will be much safer, but I don''t have too many choices with my limited budget.

If you’re asking for an appraisal to evaluate something you’re buying to see if it’s being properly represented, it’s best to go to someone who is NOT a competitor of the seller. There is a considerable conflict of interest in what you''re asking. There’s a list of independent appraisers under the ‘resources’ tab at the top of the page. Look and see if there’s one in your area.

From what I understand, you are considering a purchase from an eBay seller who is a private individual ( as opposed to a store, or professional seller)
If it is possible to have a professional act as intermediary, it would benefit you.
I think it''s much safer meeting the seller in an established jeweler or appraiser, instead of on the street...or some other non secure area

As Neil wrote, a jewelry store would have a conflict of interest.
Basically, why should a store allow you to use their facilities for free?
I would think a dedicated appraiser would be far more open to such an arrangement.

It might be possible for you to offer a store a fixed amount to act on your behalf...but it seems more likely that you''ll find a willing partner at an appraiser that does not buy or sell diamonds.

Find an independent appriaser near you instead of a jeweler who will have potential conflict of interest.
