This is a Chinese style bracelet. The gold plaques are depicting dragon heads.
It is 14k gold.
585 means 14k.
The black stones are most likely dyed black onyx.

I found it, but I'm still unsure of where/what it is. Still at least I think we know what the time period is now: I cannot find the W hallmark unfortunately, sorry!
