Looking to possibly purchase for my mother. Have been told it’s a Soviet era rare ussr ring, possible Russian ruby.
Any advice is appreciated

Most likely synthetic ruby, set in silver.

It's really not possible to tell from a photo alone. Even natural rubies can be "glass filled," such that very low grades can pass as higher ones.

The hallmarks are Russian but it’s more than likely synthetic. Nothing wrong with that, they were very popular. Good quality gems are usually set in gold. It’s still an attractive ring.
