It looks like a Harry Winston (inspired?) micro pavè - someone else will know for sure.

It's a pave halo setting and you can get one like it at almost every jeweler in the US! But some makers are much better than others!

You can get one that is a stock design from places like this:

You can have one made that would be better quality. All you have to do is show that picture to one of the ring makers I listed. They probably can do the struts (little legs that connect halo to band) a little prettier as well.
