Would you happen to know where I could find an earlier model of the North Face Apex Elevation jacket? Are there any gear sites where people sell their used stuff?

Also, what is your opinion on Vibram - Arctic Grip soled boots? LL Bean has some options as does Sperry. I'm just wondering if it actually works.

I don't know of any sites off the top of my head where people sell their used gear but I'm a few years removed from being in the thick of things in the outdoor industry. Patagonia and TNF (among others, I'm sure) are big into refurbishing nowadays, keeping with their sustainability messages. I found the Apex Elevation, not sure what iteration it is, but it's an older one:

I have a pair of TNF boots with those soles and I freakin' LOVE them. I've had mine since 2012, believe it or not, and even going into their 7th winter they're still in great shape and the soles have continued to work as intended. Yes, they actually work, to answer your question.

Try eBay for anything. Do a search and keep it on permanently. If anyone suddenly posts the crazy item you want, you'll be notified instantly by e-mail. It isn't a guarantee, but it gives you a chance at obscure items. Just be careful with the words you use in your search. You want to catch every item that would be the one you want, but do not want extraneous items.
