Recall reading that Burmese sapphires are known for their royal blue color. If a sapphire is errrrr… black, then Burmese or not I would say stay away.

My 5 cents.
I buy firstly for visual pleasure. I have to love how it looks otherwise, why bother.
Burmese sapphires are No 2 on the “list”. The main reason being that top quality will rival Kashmir in tone and hue vividness. However like Kashmir sapphires a name to me is irrelevant if it isnt typical of its origin.
Unheated is special, mainly because the majority of gem material needs help to look better. Heat makes for a much more transparent aka sparkly sapphire.
would I buy that sapphire ring?
No.
Not even at a great price because “I” don’t love dark blue almost black sapphires.
Its what you love not me.
Personally I don’t think it’s worth a premium simply being ”Burmese” because it’s not vivid. It’s unheated status is worth extra but being a “flat cabochon” reduces its value in my opinion.
