We've had a few European PSers purchase from 77diamonds and avoid VAT. They seemed to have a good experience.

@mayalNaU gave a great list of respected vendors. For most of them, however, expect to pay VAT.

I bought from 77diamonds. Ok prices for LG. Expensive settings (They have variable pricing for settings. The list price you see is for a 0.3ct, more carat more expensive). VAT is added at checkout. They send from London workshop to Germany then onwards to EU countries. Check my other post for pictures. Be very very very sure before you order and pay. Customer service chat slow and exhausting
