I see this often at my school. Not so much the talking stuff, but texting. All. The. Time. We do have cell phone policies which state that teachers should not be on their phone during teaching time (unless there is an emergency), but people do it, including the administrators! Drives me nuts!!

When I taught HS I attended a professional development seminar with my principal. She sat in the front row and texted during the ENTIRE presentation. I was mortified to be her colleague. She was a terrible leader all around, so I can't say I was surprised, but that was really outrageous behavior.
