Are these rubies too flawed to be considered gem quality?

I'm at auction today and i'm considering buying these two rubies in cufflinks however I'm unsure if they'll have a high resell value since they're highly flawed. Do you think it's even worth bidding on them?

They're about 15 carats each and I'm thinking about getting them recut. I might sell them for maybe $200

Are they clean enough to be recut?
Do you know the treatment on them? If they are more glass than ruby, they may not survive at the lap wheel.

Based on the color and clarity in the photos, they do not look very valuable. In addition, they may also be treated to gain the appearance they do have.

The value of a ruby depends heavily on how much it has been treated. If it is low grade ruby that has been heated and chemically diffused (lattice diffusion), then filled in with glass, then they are not worth much.
