If you are buying a diamond with all the information,.... Sarin, Ideal Scope, etc, already available, an appraiser can easily work around the setting.
If you just want to confirm all the information on the diamond, go loose.
If you are buying a diamond and don't have every spec of information, and want more, go loose.
Having the Vendor mount the stone prior to shipping has advantages. It's one stop shipping/shopping. Having the diamond evaluated loose has its own set of advantages. It's really all in what you need and what your comfort level is.
One advantage of getting it appraised in the setting is that you will not have to get a 2nd appraisal for insurance. I learned the hard way, had a stone appraised, but insurance co does not insure loose stones, wants appraisal done with stone mounted. So I have to go back to appraiser and pay a few more bucks.
