Im buying a diamond for $7,300. My girlfriend prefers quality to size. My budget is about $8k-$9k for the stone. Is this a good deal?

The jeweler likes this diamond because it appears bigger than it really is due to a large table. The inclusions seem very tough to see, even with a loop.

Gosh, that stone must have a flat top and almost no crown with a 30 degree crown angle and 60 table! The table is not what makes the diamond look big, and I hate to hear the jeweler told you this. That stone is shallow and that is why it has a larger diameter than usual. That low crown makes the stone at risk for chipping and I wouldn't even consider it.

Here are proportions that usually will fall within GIA Excellent cut and AGS Ideal cut:

table: 54-58

depth: 60-62.3

crown angle: 34-35.0

pavilion angle: 40.6-41.0

girdle: thin, medium, slightly thick

Stick with GIS Excellent cut (or AGS Ideal) only if you want a quality stone. GIA Ex is a wide category, and we even will prefer the better ones within it.
