Are appraisals based on diamond charactertics (4C's) or what deal paid for the stone?

it should be based on diamond qualities and market research, not the price you paid for a diamond.

A true "appraisal" is an estimate made by an expert based on the properties of the diamond and hoas nothing to do with the "price" that was paid.

Retailers often give non-appraisal documents that are based on what was paid and may continue the tale thay may have told you about the characteristics of the diamond. The tale may be totally true and accurate or may be someaht "puffed"
A little or more exaggerated.
