Any way to view GIA/AGS inscription without a loupe?

My cellphone's 8x digital zoom is not gonna cut it...

Unlikely. You could you a camera lenses but trying to get the focus to hit the inscription would probably require macro and manual focus

Microscope. Ask a jeweler if he could confo the inscription on a stone with the report (presuming you have a report). They usually will do this for free (if the store isn't busy). Maybe call first.

Only ever been able to see with a x20 loupe, never tried a x15.

No way in Hell!
Mostly because your cellphone's sensor is too small ... and your telephone's optics cannot magnify enough.

It's a telephone.
Use it to make telephone calls.
