Antique blue spinel or sapphire?

Hi all! First I want to say thank you all for posting and sharing so much knowledge on this site!
I would like to ask for opinion on my heirloom antique pendant. It is 835 silver in grainwork pattern, beautiful blue stone has all kinds of negative crystal mineral inclusions inside - some are in shape of multiple needles, but no bubbles. What do you think of it? Could the type of metal setting, age and craftsmanship help to tell what kind of stone is it – blue topaz, spinel or sapphire?

It's beautiful! A qualified gemologist / appraiser in your area can do a refractive index test on the stone....if it lies flat, the surface of the stone can be tested.

Always good to be friendly with a jeweler that knows their stuff. I recently found a very pretty deco piece similar to yours but filigree. Jeweler took one look and told me it's spinel. Very sparkly, and it looks like yours. But there's no way to tell from a photo.
 
Has tested the stone with Presidium Gem Tester. It is topaz.
