Red, I think that's exactly the reason (about half your population doesn't want the kind of social benefits that we have here). I guess the thing that is odd from an outside perspective is that those who live in the most conservative states are the very same people who need the extra help the most. Your existing safety nets don't protect the working poor. The ones who are employed more than full time, but who are exploited by employers so they are never given enough hours at any single job to get benefits. Or the ones who work hard to get by who can't afford their insurance premiums if they get sick, because once you're on disability the employer isn't obligated to pay them anymore and the disability benefits aren't enough to cover the expenses of life, let alone the health insurance premiums.
