AGTA contradiction on Ruby enhancements?

In the 2004 AGTA Gem Enhancement Guide (for the industry), there is no mention at all about ruby flux-healing (see page 13). It''s just lumped in with heat treatment is residues can''t be seen under 10x magnification:

"Ruby H Heated to improve color and appearance(residue of foreign substance is not visible under 10X magnification)"

However in 2005, Richard Hughes says in his article about ruby flux-healing on the AGTA website, The Synthethic Healing of Ruby:

"From the above, it should be clear that the flux-healing treatment is entirely different from both ordinary heat treatments, as well as fracture-filling treatments. If lumped together with simple heat treatment, it will completely redraw the map, not just for ruby, but also potentially for the entire gemstone industry. Treatments such as this underscore the need for widespread educational programs, along with modern laboratories, such as the AGTA GTC."

Also, Richard states in another article high temp is used. But in his comment to Vincent Pardieu''s post on Pricescope, sometimes it''s low temp and that flux helps with low temp healing.

I''m speculating here...It seems that virtually all non-high quality ruby rough are heated in flux. If there are fissures, then they get healed. If there are no fissures, great! Clean the surface and sell it as traditional heat enhancement only.

Correction: Above, I''m referring to page 113 (disclosure chart) of the 2004 AGTA Gem Enhancement Guide NOT page 13.
