The information on that cert may or may not be reliable. You can always ask a seller to send the stone to GIA or AGS. If the stone comes back with the same grade, you can pay the dealer's cost for the cert. If it is not the same, you have room to negotiate or decline to purchase that stone. There are many stones out there with GIA or AGS certs.
