No idea, without more information about the stones. Are these GIA certified?
As a general matter I'd suggest sacrificing clarity and increasing carat size. At 0.21 carats there's little reason to have VVS2.
I assume the price of these stones is around $400 to $500? You might find some 0.35 to 0.40 carat K SI diamonds in that price range. Will look significantly larger, whatever your purpose for these diamonds are.
I am mainly thinking about Tiffany engagement ring (please, don't suggest other brands, as this is not my preference . In case of Tiffany, should I aim at 0.24ct, or it will only slightly differ from 0.21ct (price differs quite a lot, though).
Have you been able to see them both in person? If the price is substantially different then I think that needs to be taken into consideration. I don't know how much you'll be able to see the difference between 0.21ct and 0.24ct. Do you have the measurements on the diamonds? Are you able to purchase a lower clarity Tiffany ring and get a larger carat or are you trying to stay around that size?
I guess pre-loved is out of the question? You can get such good deal on pre-loved Tiffany. That would be my* way of getting
what I wanted without having to pay an arm and a leg.

No, I have't seen them in a real life. There are no Tiffany stores in my country, so I will fly to another one to get the ring. There I will take a look at them and will choose. Just wanted to know your opinion. Thanks to everyone.
Since you're flying to another place already if it's possible I'd work with that Tiffany to bring in a few in your price range and make a decision when you've seen what they have to offer in person. For me personally I'd rather go down in clarity and get a larger diamond, but in person the 0.21ct may really shine and be your ideal choice! Will the Tiffany that you're going to make an appointment for you and call rings in for you to look at and decide on?
Well, they had 0.21 in the store and I asked them to bring 0.24 to the store as well, so I could take a look and choose. As I am looking for 0.2-0.25 ct stone, I think I will be able to pick one out of two. I really hope for that
