The important thing is to know who you're buying from so you know the report matches to that actual stone. Yellow diamonds, and other colored diamonds are routinely clarity enhanced.

What I'm saying is that an unscrupulous dealer might have a another diamond that fits the description on that report, or the report is forged, so check for clarity enhancement. Typically, clarity enhanced diamonds sell for much less than an unenhanced stone, which may account for the lower price on this gem. I don't know who sold the OP the stone, so I have to speculate worst case scenario.
If the natural inclusions match up, then yes, it will be the correct report. You may want to have a gemologist take a look at the stone to see if it does match up.

For one more data point I found a GIA 3 ct Fancy Yellow VS2 radiant for $28,500.

The one I linked to is one color grade more stronger but I'm not sure how much that would affect the price.
