Why is this stone *only* GIA very good cut?

Can someone explain why this stone didn''t get a GIA Excellent cut grade?

That''s what I thought seemed the most out-of range value. But surely this stone is better than many GIA-Ex "steep deep" stones?

Any idea why GIA-Ex allow steep deep (to increase weight), yet don''t allow thick-ish girdles (which also adds invisible weight)?
 
does the non excellent grading have to do with the fact that these 3 characteristics are not excellent too?

Cut grade: very good
Polish: very good
Symmetry: very good

You mean the other 2 characteristics. No, Ex cut grade can have VG polish and symm.
