Why is this one so much cheaper?

Could be the stone is not eyeclean, the very strong blue fluorescence ( you would need to check if this makes the stone look cloudy in some lights, if it does then that could account for the price) or just price variation, the price does look low.
 
Makes sense. Do you think the AGS cert has anything to do with it?

AGS reports are normally on a par with GIA to more expensive.

The stone has potential to NOT be eye clean. There are quite a few large-ish black spots on the table. There is also a slight discount for strong blue fluorescence in colourless graded stones (DEF).
 
How can you tell there are large-ish spots on the table besides looking at the picture?
