Very similar stones - I'll go with number 1 by a hair!

Do you really want VVS clarity? It's a beautiful choice but drives the price up quite a bit.
 
The numbers are virtually identical, apparent differences are due to rounding.

to be honest, the two are "recommended" by my fiancé ...any particular reason for number 1? My concern is the cloud inclusion. it's at the edge of the girdle. Dunno whether this could be a problem.
for the second one, the natural inclusion is also at the edge. Will that be a problem, causing chip when cleaning the stone or during setting?

Thank you guys for the replies! another concern is about the GIA certificate date. For the first one, the issuing date was June, 2010 while the second one was Jan 2012. I asked the staff they told me neither of the two was pre-owned. It is probably for some reasons that 1st one was not sold for a long time, so the supplier send the stone to their inventory to make it go faster. However from the report I cannot see any reason that it cannot be sold, I mean, the price is really ok for its quality. Is it safe to go with 1st one?

It's fine. If you are really worried have an appraiser check it out, or have the store gemologist make sure it matches the certificate.
 
Both stones are excellent and I would probably choose #1. I have ironically had two stones very close to that size and one had the measurements of #1 and the other has the measurements of #2, although they are G VS1. Both look very similar. And I can also assure you, clarity of VS1 and up is totally safe.
