Well, I have noticed that my center stone seems to look the brightest on a sunny day but out of direct sunlight. Like with the sun behind me, and holding my hand in the shadow of my body. Or sometimes with the palm of my hand blocking the sun, fingers pressed tightly together and the ring looks like it is glowing. Also... restaurant lighting!
 
It shines the best in movie theater lobby. It''s something about the lighting that makes it sparking like a rainbow. Also, church too with lots of recess lighting.

I remember being amazing at it in Lowes. I am surprised I didn''t run in to a ladder or something.
 
I have a princess but it sparkles like mad in the cinema...
 
An environment with lots of individual lights spread around the diamond gives the most flashes. Shop display lights are always good and most jewellery or clothing shops have extensive arrays of halogen spotlights.
In direct sunlight, lots of flashes and fire can be seen (but beware of the brighness of sunlight reflections that probably aren't good for your eyes).
In a room with curtains closed and no internal light source (or other non-direct illumination), diamonds will look like a small light, but with almost no fire or scintillation.

But shop display lights are designed to make most things look good and it's hard to tell good diamonds from bad ones.
My best suggestion would be to stand with only one close group of spotlights able to shine on the diamond and see how much you have to move the diamond around to make it sparkle - and whether it sparkles best when viewed from above, or whether it needs to be viewed from strange angles to see the best of the performance (especially the fire).
