I have a pair of diamond stud earrings, I have a certification but it is from GCI-labs which certifies diamonds from Israel, Russia, India, Japan and Thaliand. I want to sell these pair of earrings to a jewler and I heard that GIA does not certify mounted diamonds. Would I be able to sell these diamond earrings with that certificate GCI-labs in the U.S and if not does anyone no where I can get them certified?

I live 10 minutes away from the GIA center in NY so that really could have been a convience

Nobody certifies diamonds.
They grade them subject to all the legal disclaimer fine print.

If they are expensive diamonds I'd never consider buying them without a real GIA or AGS grading report - so I recommend you get them removed from the setting and bring them to GIA.

If they are not costly perhaps a buyer will be satisfied with an appraisal from a reputable independent professional appraiser - who does NOT sell diamonds.

No gemological lab certifies diamonds.
Labs grade them, subject to all the legal disclaimer fine printed on the back of the reports.

If they are expensive diamonds I'd never consider buying them, new or used, without a real GIA or AGS grading report - so I recommend you get them removed from the setting and bring them to GIA.
GIA will grade them for you, but if you want to send them to AGS you have to have a jeweler who is a member of AGS send them in, loose, for you.
I'd only consider using AGS if they would qualify for their top cut grade, Ideal, which is seen by knowledgeable people as being more reputable and desirable than GIA's top cut grade of Excellent.

If they are not costly perhaps a likely buyer would be satisfied with an appraisal from a reputable, independent, professional, appraiser - who does NOT sell diamonds.
