The current issue (12/04, though only peripheral parts of the story are available on-line now -- I guess they want to sell the magazine!) of the Washingtonian reviews 40 stores and a handful of web-sites as useful resources for jewelry buying. Some things of note:
Pricescope is featured, culminating the brief list of websites, mentioning it as a one-stop place you can go for much of this.
Among the short list of web vendors, some things expected, and some surprises. NiceIce is listed first. Also included are DCD, GOG & WF, along with USACerted & Bluenile. Also dsourceva.com is mentioned, apparently existing as a zero stock based resource in Richmond you can drive to if you want to, after you've called a diamond in...although they provide no list; you have to tell them first what sort of diamond you want, and you go from there. I can't find anything on them after having searched here...anyone with any experience with them?
For B&Ms...Charles Schwartz is A listed (deserving) along with Tiffanys and 3 others. Personal jewelers are broken out as a category, including Ira Kramer and others.
Protea reaffirms positive mention here, as well, though it's by appointment only (drag).
There's more there, too, and worth a look for you locals.
