What''s Happening in Russia?

I try to follow world events as much as the next person, and I certainly have seen Vladimir Putin making what appear to be aggressive gestures towards other former Soviet republics (ones other than Russia, that is). The implications of the dissolution of "the government" announced today are not clear to me, however. Is this more a coup d''état or dissolving Parliament so that new elections can be held? Should we expect to see tanks on the streets in Russia? I know there are many people here who are quite knowledgeable about Russia (and its former republics). I would love to listen to some intelligent discussion of what is really happening there today.
