Tiffany grades their own stones for color and clarity, which may or may not match GIA / AGS. That said, T has a huge markup just for their name. Is 10k a "deal" for a 1.27ct F VS1? Not in the real world. For T? Maybe for you - you certainly couldn't buy this in the T store for 10k. As long as you know you are buying a name then go for it.

It is always nice to get a "good deal" but a deal is only a deal if you get precisely what you want.
I think the ring is beautiful. I love Tiffany products. You have seen the original document from Tiffany.
Here you are buying a proprietary cut and Tiffany brand. Double whammy in markup price, but with desirable characteristics like F color and VS1 clarity. Getting it on the secondary market is a good way to go. Can you make your sale contingent on having it independently assessed? You would want to know it is tip top shape before buying.
In comparing other proprietary cuts, say for example an August Vintage Cushion, you can see the price comparison for the same color although the size and clarity isn't the same. So the Tiffany you are looking at really isn't out of the ball park for pricing. Caveat--AVC is graded by AGS and their standards are strict.
I tried to find another similar size Lucida at my usual Estate haunts but was not successful--the closest I could find was this one and it really isn't all that close in terms of parameters against the one you found:
