What does the scrolling icon thingie mean?

Now on PS, to the left of every thread is a little square blue icon.
Most of them are have no movement in them.
Some have movement in them and it looks like scrolling text.

What does this mean?

I think once it hits 25 posts its starts to scroll to show that it's a busy topic.

I believe the one with the star is a post you either started or posted in. When it's scrolling, there are new replies.

Am I the only one, or is anyone else in the world annoyed at how we are increasingly expected to just be psychic about so much stuff?
