What does it mean when a vendor "calls in" a stone ?

I''m still getting a handle on the language and how the online buying process works. I have a few questions for the more experienced PSers:

* Are they actually buying it from their supplier? Or are they just getting it on loan to try to sell it?
* When they "call it in" am I obligating them or myself to buy it?
* Would you expect to get the cert # to check on specs before they call it in?
* Is it customary to pay the shipping cost for them to get it?

They have it on loan or call from the diamond's owner. These are often what are known as virtual stones which the vendors have access to, but don't actually own. This is why you can see the same diamond advertised with different vendors, as it gives the vendors access to multi millions of dollars worth of stones.

* When they 'call it in' am I obligating them or myself to buy it? No.

Would you expect to get the cert # to check on specs before they call it in? Personally I would and the vendor should be able to provide this information in the way of depth, table, crown angle etc.

* Is it customary to pay the shipping cost for them to get it? Sometimes, it depends, you would need to clarify
with your particular vendor.

In the awful balancing act between what I want vs. what the budget will allow, I think I have figured out what I can and cannot live with. Luckily, I am not too color-sensitive. I sent the following description to GOG.
RB @ .90 - .95
Cut: GIA EX
Color: prefer I but J is acceptable
Faint blue flour is ok as long as no cloudiness at all
SI 2 , but must be eye-clean
Polish and symmetry - VG
Hoping for EX spread & MED girdle
Price not to exceed $3,000 "out the door"

No. He doesn''t have it in house and would have to call it in to run the tests on it.
