Can I haggle with web vendors over price, return policies, setting upgrades, etc...?

I do not have a lot of experience in this area, but my thought is at least on price, probably not. For example, one of the Pricescope vendors I spoke with is only going to make about $250 on the diamond they're (hopefully) going to sell me. That is about a 3.5% profit margin. Kind of small.
For me, that is one of the appeals of using 'net vendors, you shouldn't really need to haggle (which I HATE and am not good at) since the prices are so good to begin with.
I can't speak to return policies. etc.
