If you're ok with a vendor outside the US, try contacting Sally at Heart of Water in Thailand. She usually has some nice cabbed gems in stock including sapphires, and might be able to source a sugarloaf one for you at a reasonable price. Unheated might be tricky, though.

Okay I am a lil confuse with sugar loaf and cab. I thought what I wanted is a sugar loaf that had a pointy portion in the centre unlike the cab? Please correct me should I be wrong?

Just in case you're emailing vendors about it - cabochon refers to any stone that's been polished and shaped but not faceted. Domes are much more common, but a sugarloaf is one subtype of cabochon, not a separate entity.
Here are some more vendor recommendations.... unless you're comfortable with a somewhat included stone or a non-ideal colour, though, I don't know that many vendors will be able to find an 8-10mm sapphire for $600. One reason that relatively few sugarloaves are cut compared to domed cabs is that because of their depth, stones that are well shaped for a sugarloaf are generally also well shaped for faceting.
