what would be the typical diameter for a 3 carat round diamond?

Is it 9.3m to 9.5m?

Would there be a noticeable difference in 8.5m to 3 carat?

yes it is the size that a well cut 2.16ct should be. And the 2.16ct will look brighter and bigger.
Do not waste your money unless your motivation is telling people you have a 2 ct 3ct diamond.

humm, what if reason to go fr. 8.5m to 3 carat is for me to look at rock and see that it is substantial size big enough to make me happy :) too much hassle and $, so maybe I shall think about it.

If going fr. 8.5m round to 9m is not big difference, i'd just stay w/8.5m, 2.16 carat.

My plans were for a D-E-F, VS1-VS2, Ideal Round, 3 ct. Do diamonds in the 9mm-10mm range tend to lose out in brightness and big-appearance?

Looking forward to hearing your advice...

If a 3c stone is 9.3mm and your stone is 8.5mm, to me that''s still a significant difference, almost a full mm.

See Val''s image attachment, there is a difference.

I believe "ideal" diameter for a 3 ct RB is 9.4 mm.

I have an "ideal" stone 2.37 and it is 8.53*8.60. Is it true that you can see more color in a larger stone? Thanks Gary!

Jennifer, with all due respect, I think Mara is correct in a 3.0 being around 9.3mm, as my stone is 3.29 ct and a 9.59 mm and I know that it is right "in there" as far as appropriate mm size for carat weight.

Since Garry keeps silance... Well, you could find a round with more facets than the generic appealing: there's no teling before you take a look.

No idea what Garry thinks about this one. For what that matters, I would not start asking for extra facets at 3 carats. If this will be H&A and given the choice, I might look for a H&A with the arrows on the thinner side as opposed to the prominent star pattern on Eight Star diamonds. But even that I would definitely call a matter of taste not rational choice of "better brilliance" over "worse".
