Hello,
I am speaking with a jewler about a simple gold band (14K yellow gold) with a part bezel setting (bezel on each corner), that has a 0.25ct trillion (VS1 clarity, E color) diamond ring.

The final price seems quite steep at $2250!

How much would a 0.25ct trillion (VS1 clarity, E color) loose diamond cost by itself?

I did a PS search for 0.25ct E-VS1 trilliant diamonds and received no results. I broadened the search to 0.20-0.30 - D/E/F - VS1/VS2/SI1 - and got back 3 results, all from USA Cert - https://www.pricescope.com/diamond-...0&vln_l_ct=180&search_key=sk_session_6307&f=3 - as you can see, the prices ranged from $275 for a 0.22 F-VS2 (GIA) up to $375 for a 0.28ct E-VS2 (GIA).

Without knowing the design or ring size or apx metal weight of the ring you are contemplating, it is hard to know if the price quote is reasonable or not. But trilliant diamond solitaire rings are not common/easy to find. And if the quote is from your local jeweler/bricks-and-mortar store, and it is for a custom ring with a unique design, it may be a fair quote. But if the ring design is a plain metal shank with a basic 3-cornered trilliant setting, and the ring size is less than finger size 8, it is likely on the high side.

Have you asked your jeweler for a break-down of the estimate?
