I have bought rings from eBay but they are all vintage / estate pieces and I wasn't trying to get modern H&A RB characteristics. As a rule, the RBs that I've seen on eBay and have run the dimensions through the HCA, had poor performance, like 4s and such, and the HCA says you want to be below 2 and reject 3s & 4s. The prices were higher than what you could get a "good" cut graded stone for from a PS vendor. The one exception that I bought was a .47ct F SI1 diamond that was graded by the PSG lab. It has great specs and performance and was a bargain. The rest of the RBs that I HCA-tested, I rejected as not good values.
I'm not affiliated with any PS vendor. But I have purchased from Good Old Gold.
For an engagement ring, I just wouldn''t be willing to risk it. There are great, no worry stones from so many trustworthy vendors here. I wouldn''t want to spend my money on something that could be a real dud!
Ebay sounds scary to me for a purchase like this! Gee - what''s going on? So many posters have recommended highly reputable vendors to you . . . and I thought you were leery of Helzberg.
With a GIA cert... if I found a great deal on a stone with proportions I liked I''d make the sale contingent on an independent appraisal and 7-10 day evaluation period - return for any reason.
I''d make very, very sure that the stone being sold is the stone on the cert., that the cert. is legit, and that the cert is up-to-date (not a 2005 cert for an IF that now has a chipped girdle...)
