This is so cool!

Where is this? Turkey? In Japan it's called "Sumi-nagashi" and there are many ways to do it. In the simplest form,

prepare a shallow tray of water
pour ink (the kind used for Asian calligraphy)
poke it around with a stick with oil to create the shapes you want
put paper, preferably the kind used for art.
let it dry, the end.
For color, use art paint. You have to experiment what type of paint and paper work best.

I'm not entirely sure of how it is done but it does remind me of something that we used to do in primary school with oil and edicol dye, obviously not that creative though!
