A diamond can be cut in different ways: the traditional way is by using diamond (in the form of powder mostly, or sometimes of another diamond). A new way is by laser and theoretically, it seems to be possible to cut with water (under extreme pressure).
The water-method is only known theoretically.
Lasers are sometimes used for sawing and for shaping. In both cases, one can argue about the usefulness of the method. Sometimes, laser-sawing just covers the lack of knowledge of the sawyer, I think.
To finish a stone, one always uses cutting with diamond powder, mostly on what we call a polishing wheel or disc.
I should say even more: automatic cutting is also only used for shaping. Finishing is always done with hand tools.
Sometimes, cutters try to market their goods' precision by presenting them as machine-cut. This is incorrect. It is probably an easy way out for them, if you have been buying from them for years, while they bragged about their detailed work, and then, suddenly, they improve their quality, and you wonder why they did not offer this to you before.
