(I do not know where to post this, please feel free to move accordingly. I did not see this in the FAQ and did not want to be presumptuous. My apologies in advance.)
Also, I should note that the following post by LostSapphire also describes the process very well. This provides a few more details, but that post made me very comfortable about the process before I did it. So thank you LostSapphire.

After all the help that I received from many people on this forum, I feel it is my time to give back.
I live in Canada, just outside of Toronto. In my initial search for information on diamonds, I found this site and tried to learn everything I could. After visiting a few B&Ms, I was leaning heavily towards buying from a PS approved vendor. However, I was quite nervous about shipping the diamond to Canada and the possibility of having duties or exorbitant shipping charges applied.
When the Canadian dollar jumped to $.92 US, I also jumped. Here is my shipping experience. I hope this helps anyone unsure about the shipping and border crossing process.
I ordered from James Allen (I will post a SMTR thread soon). The purchase price for the ring and the diamond (after the PS discount) was $1730 US. Shipping was added and priced at $95 US. My total purchase price was $1825 US.
After bombarding Josh at James Allen with far too many questions, I ordered my ring on 13 Aug. My ring was shipped on 19 Aug. James Allen sent the tracking number at 5pm on 19 Aug.
James Allen ships via Fedex Priority Overnight.
On the morning of 20 Aug (7am), the Fedex website showed that my ring had arrived in Mississauga (just outside of Toronto)and was available for clearance, which means it is in line waiting to clear customs.
At 4pm on 20 Aug, I received a call from Fedex. Any item shipped from the US to Canada that is worth over $1600 - 1699 (I can not remember the exact number) requires the purchaser to sign a Power of Attorney form. I was sent 5 forms and advised that I only needed to fill out and sign one form as it was a personal shipment - the Agency Agreement form. I have attached a photo this form.
I completed this form and faxed it to the Fedex customs department.
For those in Toronto, my ring was shipped to the following Fedex location:
FedEx - Toronto Airport Complex
6895 Bramalea Road
Mississauga, ON
L5S 1Z7
I faxed my form to the Fedex customs department at 905 293 6662 as directed (this may only be applicable for those in the Toronto area). After I faxed the form, I called 905 293 6000, which is the number I was provided by Fedex when they called to inform me that I needed to fax them a Power of Attorney Form. If you talk to customer service at this number, they will be able to tell you whether Fedex received your Power of Attorney form.
My ring cleared customs at 5:42am on 21 Aug. It arrived at my house at 11am on 21 Aug.
I owed $263 CAD for GST and PST. The GST and PST was calculated based on the exchange rate on the day it was received at Fedex for customs clearance. I also owed Fedex $10 for their customs clearance service. There were no other duties or taxes applied to the ring. (To be clear, I purchased a ring and a setting and was shipped a mounted diamond.)
I hope this helps anyone in Canada considering purchasing from a PS recommended vendor. The process was very smooth and much (much!) less complicated than I expected. I could also not be happier with the ring, the help I received from this board and the service I received from James Allen.
Cheers
Chris
