S1 and.S2 versus I1?

If inclusions are clearly visible on an S2 or S1 diamond, how does the diamond escape the I1 or I2 dsignation? What's the difference (besides a bunch of money) between a S1 or S2 stone that's not eye clean and a I1 stone?
