Russian rough one polished in India or China legally becomes a manufactured product of the country it was polished in.
To actually ban it would require redoing a bunch of treaties.
The hard part for Russia is the banking side and actually getting paid for them
However some cutting factories are certifying their diamonds are not from Russian rough.

Any revenue they get from diamonds is a tiny fraction of what they get from oil and gas from just the UE alone with most of the money coming in from oil sales to China.
