Rough rock to cut rock?

What is the difference between the rough and cut rocks on PS? I''ve noticed that "Cut Rock" appeared on my rating but there have been others who have posted more than I, who are still "Rough Rock". I shouldn''t be a cut rock yet, should I?

I'm not sure, but I think Lenoid only goes through and runs the changes periodically. Often posts like this seem to get him to run them.
