Will the width of the band have an effect on what ring size to get? Is it better to err slightly small or slightly bigger?

Yes, but is usually not a concern unless the ring is 4 mm or wider.

Bigger, we want it to go on the finger

Its ok if it is a little bit big, it can be sized down later.

With regard to E-ring's, it is almost always easier to size down or smaller.

How is a ring resized? Up or down?

take a piece out or put a piece in,
streaching is too hard on the ring
you have to match the kt and color of gold
the solder that is used is of a lower melting point than the metal in the ring so its sort of like gluing it back together just takes time to finish and polish,
