Reusing platinum from old ring in new?

Does anyone know if there are rules against this? I spoke to a jeweller and he said that he would buy my ring for scrap but have to sell me new platinum? Is this true?

Yes, we have seen that addressed before. They cannot reuse an old plat. ring to make a new one.
