Resizing of engagement ring?

Does anyone know if the engagement ring can be resized from a size 9 to a size 6.5? Someone is selling it and I am thinking of purchasing it. Thanks.

I have had my jeweler resize from an 8 to a 5.5 but I had to show him first to be sure. It was a vintage piece which lays on the top of the finger and has a plain shank. I would definitely show a picture of the ring preferably from several different views to the jeweler before sinking the money.
