So, according to the OP "The vendor specifically told me that it would not be ideal to resize it, since gold would have to be shaved out from the inside, but that it would be possible to resize it up a quarter size."

In my opinion, the vendor is obligated to honor that if that is indeed what they said, and the OP has the commitment in writing. However, if the 1/4 size isn't going to be large enough, I don't think the vendor is under any obligation to attempt to size up more (say 1/2 size) because the wrong size is the OP's error. I also don't think they are under any obligation to make a whole new ring in a larger size, especially a size that is 1/2 size or larger than the original request. When you commission custom work it is your obligation as a consumer to get the size right, especially if you've been told that the design is one that doesn't allow for much play in the sizing--which the vendor clearly did in this case. As much as it bothers me when vendors don't stand by their side of the contract, I also think as consumers we're obligated to take responsibility for our own errors.

I agree with this. I hope you are able to get the ring resized properly. If not, PS now has a section for referring to items that are on sale on other websites. You may be able to sell your ring and start over again.
